National Consultant – CSOs Market Needs Assessment Consultant
1. Background
YLDF, in partnership with ZOA and with support from the European Union, is seeking a qualified National Consultant to conduct a comprehensive Capacity and Market Needs Assessment for selected Civil Society Organizations (CSOs) and Youth Initiatives (YIs) in Aden and Taiz. This assessment will inform the design of future capacity-building interventions and strengthen the sustainability, relevance, and impact of local organizations.
2. Objective of the Assignment
The consultant will lead the design and implementation of a full organizational capacity and market assessment, ensuring methodological consistency across both governorates and producing a consolidated final report with practical recommendations.
3. Scope of Work
Applicants are required to review the full Terms of Reference (TOR) for the complete Scope of Work, detailed tasks, methodology requirements, and deliverables. The assignment includes:
- Leading the assessment process across Aden & Taiz
- Designing participatory assessment tools
- Conducting field assessments in Aden
- Providing oversight and guidance for Taiz fieldwork
- Facilitating validation workshops
- Developing capacity-strengthening roadmaps
- Producing a comprehensive final report
4. Deliverables
The deliverables required for this consultancy are listed in detail in the TOR and include:
- Inception Report
- Assessment Tools Package
- Training Report (YLDF volunteers)
- Field Data Collection Outputs
- Draft Assessment Report
- Validation Workshop Report
- Final Comprehensive Report
5. Required Qualifications
- Advanced degree in Development Studies, Economics, Business, Social Sciences, or relevant field
- Minimum 7 years of experience in capacity assessments, organizational development, or market analysis
- Proven experience working with CSOs and youth/community organizations
- Strong research, analytical, and report-writing skills
- Experience in participatory assessments and stakeholder facilitation
- Fluency in Arabic & English
6. Duration & Level of Effort
The consultancy will run for 8 weeks (48 working days). A detailed timeline is included in the TOR (pages 6–7).
7. Payment Terms
Payment will be made in three installments:
- 20% upon contract signing
- 40% upon submission and approval of the Inception Report
- 40% upon submission and approval of the Final Report
